I heartily agree--all thoughts and behaviors of any individual in time are the outworkings of God's eternal decrees for that individual; they are evidence; effects--never "causes" --and this is what makes infralapsarian logically incompatible with justification from eternity. With infras; Adam's behavior (fall: uncaused--free choice) is the cause of God's behavior (effect: electing choice). Infralapsarianism puts man in the driver's seat in this instance--and by extension--in its soteriological order also (justification upon belief for most who hold to the position); which is clearly unscriptural.
